You can also check if the thread is catching on the spool itself as it feeds to the winder. A rough edge on the spool creates resistance that tightens the wind. If the thread path from spool to winder isn't smooth, the tension will fluctuate and you'll get a bobbin that's tight in some spots and loose in others.

A properly wound bobbin should feel firm but not hard. You should be able to press your thumbnail into the thread layers and feel a slight give. The thread should unwind freely when tested, without the bobbin unwinding on its own.
